Legal Missouri Sports Betting 2023

Though there are no sportsbooks taxed in Missouri, this doesn’t mean there are no legal Missouri sports betting options. Licensed sports betting sites that accept Missouri residents like Bovada or BetOnline allow you to bet on the Kansas City Chiefs, Missouri Tigers, and all of your favorite teams. Missouri gained some traction in 2021 and 2022 in attempts to create and tax a local sports betting industry. But, nothing became official. Once MO sports betting sites launch, they can see benefits from taxing sports betting profits. Still, there are dozens of legal sports betting sites that offer more than you could imagine.

  • Mobile sports betting in Missouri is available through licensed online sportsbooks like Bovada.
  • Lawmakers have presented multiple Missouri sports betting bills in attempts to create their own industry.

Is Sports Betting In Missouri Legal?

Legal Missouri sports betting is indeed on the table but there are no regulated options at this time. While lawmakers are working on launching a regulated Missouri sports betting market, legal sports betting sites that take Missouri players are available throughout the state. Lawmakers even mentioned, during the discussion of HB 2502 in the House, that there are no laws in Missouri that say locals can not bet on sports. Legal sportsbooks offer options with no risk of legal persecution. If and when the regulated market goes live in Missouri, online operators would still be legal in Missouri. Legal sports betting options are always available to Missouri residents.

Missouri Sports Betting And Gambling Laws

Not only can you bet on sports in Missouri, the laws around the subject are easy to understand. Although there are casinos in Missouri as well as horse racing, there are no laws for or against land-based sports betting. Some laws are directed at unlicensed operators offering local sports betting, but these are never directed at the bettor themselves. Gambling laws in Missouri can be found in Chapter 572.

Missouri Sports Betting Bills

The 2022 legislative session came and went without any of the many sports betting bills passing through the legislative process. Those sports betting bills were often left in flux, with lawmakers choosing to not vote on them, instead of outright vetoing them. The legislative session ended on May 27th, meaning the list of sports betting bills in Oklahoma that failed in the past year was fairly extensive:

SB 1046 – This measure, created by Senator Dan Hegeman, would have authorized the regulation of sports betting on an excursion gambling boat or over the internet only. The boats would have been able to have up to three “skins” while pro sports teams would’ve been able to license their own sports betting app. The minimum sports betting age would have been 21 and sportsbooks would be taxed at 10% of revenue. Last heard in the Senate Appropriations Committee on March 9, this bill would never receive another vote on the Senate Floor.

SB 1061 – This sports betting bill was word for word the same as SB 1046. Sponsored by Senator Tony Luetkemeyer, SB 1061 was also last heard in the same committee on March 9.

SB 643 – Slightly different from the two aforementioned bills, SB 643 would have legalized remote registration but have put limits on mobile sports betting. Similar to how Mississippi operates, online sports betting would have only been permitted on certain grounds of licensed operators, not from anywhere in the state. Esports were explicitly included in this measure. The tax rate would be higher (21%), though the lack of availability would have likely brought in less money overall. Still, the measure was last heard on March 9 in the same Senate Appropriations Committee meeting without ever getting voted on again.

SB 764 – As a mold between all three bills, SB 764 would have permitted sportsbooks on casino cruises, through a limited mobile book, as well through online sportsbooks throughout Missouri. Though no mention of the pro teams’ involvement or esports betting in Missouri was made, sportsbooks would have seen a tax of 6.25% of revenue. Similar to most of the other sports betting bills in Missouri in 2022, SB 764 was never explicitly vetoed, it was simply left hanging ever since January.

HB 1666 – Failing to be heard in a late February hearing, HB 1666 hadn’t advanced since January when it was referred to the House Special Committee on Public Policy. In Representative Phil Christofanelli’s bill, the goal was to modify the definition of “games of skill” in the Missouri Code. This Bill had the breakdown for permitting land-based and online sportsbooks in MO.

HB 2144 – Coming out of the gates swinging, HB 2144 was introduced, read the first time, and the second time all in the span of three days. However, that was in the first week of January and no action after that was ever taken. Sponsored by Representative Jim Murphy, HB 2144 would have explicitly regulated esports betting, while allowing for both online and land-based sports betting and taxed sportsbooks at a 6.75% rate.

Status Of Legal Sports Betting In Missouri For 2023

Lawmakers came to an impasse in 2022 while attempting to regulate sports betting. The legislative session ended without betting passing and those in favor are likely to try again in 2022. What held up sports betting was the potential inclusion of video lottery terminals which see lawmakers on both sides rather not pass betting than compromise. This led to HB 2502 being filibustered and the session ending with no sports betting advancements. Hopefully, lawmakers can come to some form of compromise in 2023 and advance sports betting.

What Is The Legal Sports Betting Age In Missouri?

The legal age to gamble on sporting events in Missouri is 21. Online sports wagering operators only need their players to be 18+ but most sports bettors will tell you to abide by the legal sports betting age set by the state where you reside before joining any of these sportsbooks to bet on the games.

When Will Online Sportsbooks Launch In Missouri?

HB 2502 did not get passed in 2022, meaning there is no definitive timeline for Mizzou-based sportsbooks to launch. That has little effect on bettors, as world-renowned legal sports betting sites that allow Missouri sports bettors such as Bovada and BetOnline are active and offer many different betting odds. Those popular Missouri betting apps have proven to offer better odds and larger bonuses than state-based sportsbooks in other states anyways, so players may not be missing much. In the event that Missouri legislators can come to an agreement in 2023, it will likely take a minimum of six months before any sportsbooks are launched.

Projected Missouri Sports Betting Revenue

The home of the Kansas City Chiefs does not offer any state-regulated sportsbooks. With sports betting regulated in Kansas, it sparks interest to tax Missouri sportsbooks. Proposed tax rates from various Missouri bills were 10% and 21%. Given Missouri’s 6 million+ residents, it would be a profitable sports betting state.
