- A new bill filed by Senator Humberto Costa would raise the legal betting age in Brazil to 21.
RIO DE JANEIRO – Brazilian Senator Humberto Costa introduced Bill 3.754/2025 as a way to impose new restrictions on sports betting operators.
The biggest aspect of the bill would raise the legal minimum betting age to 21.
Like in some states in the US, the minimum age to bet on sports in Brazil is 18 currently.
Further, player spending would be limited to the equivalent of one month’s minimum wage. This comes in response to public health concerns over legal sports betting addiction and over-indebtedness.
This could happen by:
- Authorizing the Ministry of Treasury Secretariat of Prizes and Betting — Ministry of Finance to set recurring limits on gambling spending.
- Prohibiting online advertising targeted to minors, as well as public sponsorship.
With a hearing set on August 27 in regard to advertising regulation, further changes are likely to come. The legal Brazil sports betting market launched in January with around 70 sportsbooks.
