Massachusetts Cracks Down on Sportsbook Limits

BOSTON – Sports bettors in Massachusetts received some welcome news this week, as the Massachusetts Gaming Commission passed new rules requiring sportsbooks to be transparent with customers whose accounts have been restricted.

The regulations, the first of their type in the nation, require operators to inform players when they have been restricted, provide an explanation for the restriction, and specify which markets they are no longer able to wager in.

For many bettors, this is a major deal. Until now, Massachusetts sportsbooks could silently reduce a player’s maximum bet from hundreds of dollars to just a few pennies without mentioning it.

According to the MGC’s own study, operators had limited about 13,400 accounts throughout the state. That represents roughly 0.64% of Massachusetts’s 2.1 million active wagering accounts.

Regulators found it noteworthy that none of the restrictions were accompanied by an explanation. A regular pattern was noted by bettors: after going on a winning run, their betting limits would be drastically reduced. However, if you lose money, operators may actually increase your restrictions and perhaps even sign you up for a VIP program.

What The Data Revealed About Player Limits

The information that emerged from this procedure provided a clear picture. American Bettors’ Voice’s Adam Robinson claimed that regulated sportsbooks were routinely denying winning bettors access to their sites while welcoming losing ones.

The gap between a savvy bettor who routinely wins and someone who actively targets odds flaws is significant, he added, and regulators must be aware of it when establishing legislation.

FanDuel, BetMGM, Caesars, and other Massachusetts sportsbooks all submitted comments during the public comment period, voicing concerns or skepticism about the new rules’ execution.

Since legal sports betting has been rapidly growing throughout the country, Massachusetts has been one of the more closely watched markets for how regulators choose to handle consumer protection issues like this one.

What The New Rules Actually Require

The MGC approved a 5-0 vote on Thursday to begin notifications on June 1, 2026. Users must be notified within 48 hours of being limited, those restricted prior to June 1 must still receive a notification, and if a limitation follows a user from another state into Massachusetts, a notice must be sent as well.

The commission also made it very clear that operators will not be allowed to respond in a general manner. Commissioner Paul Brodeur pushed back against the notion that operators could get away with using a straightforward business choice as an excuse, focusing instead on whether a customer truly understands the rationale behind their limitation.

Commissioner Eileen O’Brien reaffirmed that point, stating that it is the responsibility of operators to make sure that customers are aware of the precise reason behind their restriction.

Regulators’ message to Massachusetts bettors is straightforward: transparency is now required.
