RICHMOND — Virginia crossed the $25 billion milestone for the amount of money bet on sports since launching its regulated market in early 2021.
According to the Virginia Lottery’s August 2025 report, residents wagered $510.2 million between August 1 and August 31. That figure pushed the state’s all-time sports betting handle to $25.3 billion, just four and a half years after launch. August’s handle also marked a 22.4% increase compared to the same month last year, reflecting steady demand even in the slower summer sports season.
During the month, 14 legal sports betting sites and three retail casinos were authorized to accept wagers. As expected, mobile platforms led the way with over $506 million in handle, while retail sportsbooks brought in just under $4 million.
Virginia bettors won a total of $447.3 million, resulting in a 12.33% hold, or operator win rate, for August. Following the subtraction of winnings and allowed deductions, sportsbooks reported an adjusted gross revenue (AGR) of $58.3 million for the month. This resulted in a tax income of $8.7 million, of which 97.5% went to the state’s General Fund. The remaining 2.5% supported the Problem Gambling Treatment and Support Fund.
Since launch, legal Virginia sportsbooks have contributed over $313 million in total tax revenue, reinforcing the state’s position as one of the most successful legal betting markets in the U.S.

With almost $4.6 billion wagered so far in 2025, the market is expected to surpass last year’s performance, especially with NFL betting underway.
