A Low Total Shifts Value To Role
Pittsburgh (2-1) is a 2.5-point favorite at Cleveland (2-1), and the 38.5 total is a full point below the next-lowest game on the Week 4 slate. The spread and total split into roughly 20.5 points for the Steelers and 18 for the Browns, which fits offenses averaging 17.7 and 18 points a game. With that little scoring expected, the legal sports betting edge in this game sits in workload and pressure rather than scoring.

Warren’s Workload Is The Floor
Warren played 90% of Pittsburgh’s snaps against the Cincinnati Bengals on Sunday with running back Rico Dowdle inactive because of a toe injury. He finished with 176 yards, 127 rushing and 49 receiving on 17 carries and three catches. Dowdle was again listed as not participating in Monday’s estimated practice report, so the backfield looks the same, and Warren is averaging 5.7 yards a carry on the season.
The over is not free. Cleveland’s run defense allows -0.06 EPA per rush, better than the zero baseline, and Warren’s longest run Sunday went 35 yards. But a run of more than 80 yards was erased by a holding penalty, and Cincinnati had not allowed more than 90 rushing yards in a game before Sunday. At 17 carries, the 65.5 line needs only ordinary efficiency.
The receiving over sits well below his production, 22.5 yards against 36.7 a game so far (110 yards on 10 catches), and pressure of the kind Cleveland applies pushes throws to the back. Both Warren tickets share one risk. The AP reported coach Mike McCarthy told Rodgers not to throw to Warren in Saturday’s walkthrough because Warren’s shoulder was tender, and he did not appear on the Steelers’ Monday estimate.
Cleveland’s Pass Rush Is The Rodgers Angle
NFL.com’s Next Gen Stats analysis put Cleveland’s pressure rate at 51% against Bryce Young in a 21-18 win over the Carolina Panthers, with a blitz rate under 30%. The Browns also finished with three sacks, and safety Ronnie Hickman intercepted Young in the final seconds.
Rodgers has thrown an interception in two of Pittsburgh’s three games. Cincinnati sacked him twice Sunday behind a line that included rookie first-round pick Max Iheanachor at right tackle. Even after a 411-yard game, the Steelers’ offense sits at -0.09 EPA per play, below the zero baseline. Two games in three is a thin sample, so the matchup carries the play, and a rush that gets home without blitzing supports the over.
Two Props Left Alone
Avoid Rodgers’ 1.5 passing-touchdown line and 212.5 passing-yards lines at NFL betting sites for TNF. He threw one touchdown across his first two games and three on Sunday, and his 204-yard average over those two games and 292 last week straddle the yardage line, so neither side carries an edge.
Weather Is Not The Angle
The National Weather Service’s Tuesday forecast for Cleveland shows a 6% chance of showers at kickoff, rising to 15% late in the game, with temperatures falling from 78 degrees at kickoff to 73 by midnight and winds under 10 mph.
The agency’s text forecast carries a 49% chance of rain for Thursday night as a whole, but the hourly grid does not reach that number until 6 a.m. Friday, long after the game ends. Nothing in that outlook discounts the passing props, and the question for betting on Thursday Night Football this week is Warren’s shoulder, not the sky. Kickoff is 8:15 p.m. Eastern.
